Born in Artvin in 1975, Özgür Bora Yaprak is originally from Rize and completed his primary and secondary education in Trabzon. Yaprak graduated from Istanbul Technical University, Department of City and Regional Planning in 1997, and took a break from her Master's education at Karadeniz Technical University, Department of Geomatics Engineering.

Yaprak resigned from her duty in the municipality in 2005, after working as an urban planner, planning chief and R&D specialist in Trabzon Metropolitan Municipality Directorate of Reconstruction and Planning for 9 years. He provided consultancy to various institutions by carrying out free planning office activities for about 2 years. Between 1999 and 2017, he served as an expert in administrative proceedings regarding the zoning plan and its applications, and participated in more than a thousand zoning cases.

Working as a Consultant at the Ministry of Health, General Directorate of Health Investments between 2007 and 2017, Yaprak attended many meetings at the level of the Ministry and the Undersecretariat; carried out studies within the scope of public-private partnership in health (PPP)/city hospitals and off-set practices in health; In the meantime, site selection studies, design, project design and implementation processes, law-finance contracts, zoning procedures and all bureaucratic works and transactions for the investment program of city hospitals of approximately 10 billion dollars, as well as comprehensive projects signed between the Ministry and the World Bank. has taken place.

Leaf, who is also the founder and director of various non-governmental organizations, has been a member of the Cultural and Natural Heritage Preservation Board for two terms, a sector member of the Ankara Metropolitan Municipality City Council, and in 2007, as the founder of the Public Private Partnership Association, he served as the chairman of the association. He also served as the representative of the Health and Urban Planning Commission of the Union of Engineers and Architects of the Turkish World, and the provincial representative of the Chamber of City Planners of TMMOB. He has been the chairman of the land cooperative in Ankara since 2009.

Yaprak has been the general manager of an international company that has been providing integrated facility management activities, especially in the field of health, since 2017.

The fields of expertise of Yaprak are primarily zoning plan and applications, zoning law, public private cooperation (PPP) applications in the establishment of public infrastructure, land development studies, geographical information systems and informatics applications.

Yaprak fluently speaks English, is married and a father of two.
